You should clearly and thoroughly identify possible solutions and the final solution that your group has decided on to solve the problem that you are addressing. There are many possible solutions to this problem. One of these solutions is the improvement of schools and educational system to better prepare young people for the future. The improvement of schools and the educational system will form skilled workers for future companies and businesses (Simpson, 1). Another solution could be the establishment of new businesses which will create more jobs for Americans. The government should promote the creation of new companies and businesses to form more jobs and lower the rate of unemployment in the United States. There are many unskilled workers who only earn the minimum wage, the increase of the federal minimum wage will provide a greater income for those people. According to the article "Raising the Minimum Wage Will Help the Poor," increasing the federal minimum wage to $10.00 will help to improve the living standard for those many workers, and it will help them to keep up with the increasing cost of living that our country is experiencing today (Sklar, 1).

IV. The solution I (we) propose is: (This section will become you proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date). You must also state how your bill fits within the limits of the Constitution.
The solution we propose is to raise the federal minimum wage to at least $9.25 an hour to keep up with the increases in the cost of living. Any employee over 18 must be paid at least $9.25 an hour with the exception of minors, who can be paid ¢.50 below the established minimum wage until they become the age of majority. This law will be implemented by the Department of Labor and will be effective starting June 1, 2011.
